Major General Alick Mhone Chief of Human Resource at Malawi Defense Force is currently being cross examined by Dr Steve Kayuni in the ongoing case of using stolen MSCE certificate by Private Bodyguard for immediate past President Peter Muthalika.
Chisale is suspected to have stolen Pythias Hiwa’s certificate which he used to join MDF in 1996.
Second witness in a case where Norman Chisale is accused of stealing a certificate which he used to secure a job at MDF, Major General Alick Muhone, Chief of Human Resource at MDF has told the court that Chisale was enlisted as a recruit under the name Pithius Hiwa Chisale on 6 September 1996 in Dedza.
But when investigations began on the issue, Major General Mhone said it was discovered that records at MDF indicated that the name Pithius was replaced by the name Paulos without authorization. He, however, said the change did not affect anything as the MDF had original documents.
Major Mhone has further told the court that it was discovered that the name was later replaced by Paulosi Chisale without authorisation.
Major Mhone is explaining Chisale’s employment history, going through numerous employment documents in the process.
He says since Chisale was recruited at Dedza, he later applied to change his address to Ntcheu District which is permissible, but there is no document that shows that the accused applied to change his name.

Chisale’s lawyer, Chancy Gondwe says that JCE is not in the Army Act and that it is not correct and justifiable for the case to center on the subject matter.
Gondwe has challenged second state witness Major General Mhone to indicate where in the Army Act it reflects that JCE is the minimum requirement for one to be recruited at MD
The state has concluded re-examining Major General Mhone and has now paraded its third witness Gerald Chiunda, an official from MANEB.
Chiunda says as board they have in position results for both Pythias Hiwa and Paulos Norman Chisale.
As indicated in 1995 results for JCE, Chiunda told the court that the overall result for Chisale is fail.
But for Pythias Hiwa the system indicates that overall result is a pass
Chiunda has told the court that the examinations management body never received a notification from Pithius Hiwa that his certificate was missing and should be reprinted.
He further says MDF did not ask MANEB to vet the certificates for new recruits.
chisalecase Adjourned!!
The court has adjourned for one hour and the state is expected to parade two more witnesses inline with the case.
