The beauty of Malawian Parliament has attracted dogs too around far and surrounding areas.
A snap shot by Avant Publications has shown that these dogs scavange leftovers from institution cafeteria a thing many say the institution has poor waste management policy.
Dogs have rights to life but not absolute.
